These servicemen are standing in front of the Manila Central Post Office located along the Pasig River in the Intramuros district of Manila (the historic district). Built in 1926, the neoclassical style building was designed by architect Juan Arellano. Incredibly, this historical building still stands today, after enduring World War II and being rebuilt in 1946, but it may be converted into a luxury hotel, according to recent news reports.
This was in Plaza Lawton, at present they made an oval fountain in where the two servicemen stands.
